Programme Officer

  1. RESPONSIBILITIES OF THE POSITION

The role of the Programme Officer is to primarily assist the Outreach and Empowerment Programme Manager to conceptualise, implement and evaluate effective, timely and appropriate projects and programmes for the Unit. This will help to promote better understanding of issues in Islam that uphold the principles of equality, justice, freedom and dignity within democratic state framework.

  1. Outreach
  • To follow-up on the empowerment strategies and plans that were implemented;
  • To establish advocacy networks with women, youth, grassroots audience, groups and communities whose rights are affected by Islamic laws and policies in Malaysia as well as government agencies, religious institutions and legislative bodies to promote the work of SIS and lobby for law and policy reform;
  • To provide support to the existing Muslim grassroots women’s network with the aim to strengthen and grow the network into a movement for women’s rights in the family;

  1. Empowerment
  • To support the Outreach and Empowerment Programme Manager to develop and evaluate SIS empowerment strategies in raising awareness on Muslim women’s issues with the general public and also with target groups, including policy makers, the religious authorities, the academia, Islamic and women’s groups and Friends of SIS;

  1. Public Education 

To organise and coordinate programmes which include but not limited to trainings, workshops, public lectures, study tours, study sessions and meetings offered by SIS or in collaboration with other NGOs, including;

  • Identify participants, resource people and trainers internally and externally and liaise with them on all related administrative matters,
  • Coordinate with the Administrative Officer on logistic preparations (e.g.: booking of venue, invitations and materials/facilities required for the programme),
  • Coordinate with the Accounts and Finance Officers on financial preparations, submissions and finance requisition, for programme related matters,
  • Coordinate closely with other SIS support staff to prepare a speakers’ kit, monitor registration, electrical equipment, audio-visual aids and public display for the programme,
  • Create, maintain and update database of resource persons, trainers, facilitators, rapporteurs and participants,
  • Create, update and maintain all SIS Training modules in electronic and hard copy formats,
  • Collate and assist in analysing feedback from all programmes and events for continuous improvement,
  • Prepare and compile all the narrative and financial documents related to programmes and events for submission to funders,
  • Ensure timely submission of reports to funders;

  1. Networking
  • Support in maintaining relationships with other women’s groups, government agencies, religious institutions and others to promote the work and interest of SIS.
  • Support in liaising with women’s groups, other NGOs and civil society groups, other target groups such as government agencies, student and youth organizations to promote the work and interests of SIS.

  1. Organisational Development (General) 
  • Report regularly to the Outreach and Empowerment Programme Manager on the progress of work;
  • In collaboration with Outreach and Empowerment Programme Manager and appropriate staff members, contribute to the development of funding proposals, submissions or contracts/agreements;
  • Programme officer is expected to write a quarterly report of Outreach and Empowerment for Board Meeting and Strategic Meeting.
  • Assist in the conduct of activities such as meeting, brainstorming, strategising etc. as deemed appropriate by the organisation;
  • Contribute team work and team spirit at SIS including participating in staff meetings and annual Evaluation and Planning meeting;
  • Contribute to team tasks at SIS, such as admin matters, communications and visitor orientation.

  1. Others 
  • All administrative task related to job function to ensure organizational efficiency and effectiveness
  • Assist the Outreach and Empowerment Programme Manager and Executive Director in any other tasks as instructed in pursuit of the vision, mission and objectives of SIS;

  • Ensure high quality implementation of programmes and activities.
  • Assist in day-to-day efficient running of the office.
  • Carry out other duties as may be reasonably required to meet the primary objectives of the organisation.

  1. REQUIRED QUALIFICATIONS AND EXPERIENCE
  • Diploma / Bachelor’s Degree in Business Administration or a related field.

  • Candidates with work experience as a Project Services Executive or similar role will have added advantage.
  • Possess excellent oral and written communication skills including strong interpersonal skills. 
  • Good organizational skills, including multitasking and time-management.
  • Good verbal and written English language skills.
  • Ability to write a good report.
  • Passionate to work with an NGO.
